DK Shivakumar Rolls Out 'Doorstep Governance': PRCs to 4.85 Cr Voters, Caste Certificates Delivered at Home".

Bengaluru Karnataka Chief Minister D.K. Shivakumar on Monday announced a statewide initiative for the doorstep delivery of Permanent Resident Certificates (PRCs) and caste certificates, aimed at helping citizens complete documentation for the Election Commission's Special Intensive Revision (SIR) of electoral rolls.

Launching the programme, CM Shivakumar said this is the first initiative of its kind in the country and described it as an “apolitical exercise aimed at ensuring that every eligible voter has the required documentation”. 06dc

Doorstep Delivery of Caste Certificates:

Under the new system, district administrations will print and deliver caste certificates to beneficiaries' homes after receiving digitally signed PDFs from the Revenue Department.

A dedicated mobile app will record Aadhaar details, mobile numbers and digital acknowledgements upon delivery.

Around 57 lakh caste certificates have already been linked to beneficiaries' mobile numbers, with download links sent via WhatsApp and SMS.

 Citizens can also download certificates free of cost using RD number, ration card or Aadhaar, or get printed copies at government service centres. 

 Permanent Resident Certificates (PRCs)

The government has authorised Deputy Tahsildars to issue PRCs.

CM said Karnataka aims to make PRCs available to about 4.85 crore voters.

PRC is among the 11 documents accepted by the ECI as proof of ordinary residence for voter enrolment.

 Certificates can be applied for both online via Seva Sindhu portal and offline.

49,320 facilitation centres will be set up across gram panchayats and urban wards to assist applicants. 

Why Now?

The drive comes as the ECI conducts SIR in Karnataka. BLOs will do house-to-house enumeration from June 25 to July 29, with draft rolls on August 5.

Shivakumar urged citizens to fill forms: “If you don't submit your form, you're going to lose your vote”. 

Political Row:

The BJP has opposed the move, alleging it could be misused during SIR. Union Minister Pralhad Joshi and Shobha Karandlaje wrote to Home Minister Amit Shah, claiming it raises “constitutional and national security concerns”and could facilitate illegal immigrants.

BJP leaders also alleged the Congress was trying to “legitimise illegal migrants” for votes. 

CM Shivakumar defended the move, saying the government is implementing ECI guidelines “in letter and spirit”
