CHHATRAPATI SAMBHAJINAGAR : Most people know that charitable hospitals must treat BPL patients for free. But few know that middle class patients struggling with high medical bills can also get relief under the 2% IPF "Indigent Patients Fund" rule.This provision comes under Section 41AA of the Bombay Public Trusts Act, 1950, and is applicable to all hospitals registered as charitable trusts across Maharashtra.

WHAT IS THE 2% IPF RULE?

1Fund Creation: Charitable hospitals must deposit 2% of their total monthly patient billing into an "Indigent Patients Fund" IPF Account. Billing of free and concessional patients is excluded.

Who Can Benefit: The fund is meant for patients who are not BPL/Indigent but cannot afford full treatment typically Lower Middle Class and Middle Class families.

Type of Help: Based on case-to-case approval, hospitals can provide partial or full fee waiver for treatment, surgery, medicines and investigations from this fund.

HOW IS ELIGIBILITY DECIDED?

There is no fixed income slab for "middle class" in the Act.  

The Hospital’s IPF Committee / Medical Superintendent decides based on:

Net family income

Total treatment cost vs income 

 Recommendation from the treating doctor

Documents required: Income certificate, salary slips, bank statements, Aadhar, address proof, and treatment estimate.

OTHER BENEFITS FOR MIDDLE CLASS IN CHARITABLE HOSPITALS :

10% Concessional Beds: Reserved for "Weaker Section" with annual income Rs. 1,00,000/as per 2012 norms. Treatment at discounted rates.

Government Schemes: All charitable hospitals are mandated to implement Ayushman Bharat PM-JAY and Mahatma Jyotirao Phule Jan Arogya Yojana MJPJAY. Many states have now expanded coverage to families earning up to ₹5 lakh.

Doctor-Recommended Waivers: Hospitals can waive charges for emergency cases on the recommendation of the treating doctor.

IMPORTANT POINTS PATIENTS MUST KNOW:

You Have To Ask: Hospitals rarely advertise the IPF fund. Patients must apply at the Medical Social Service Dept / IPF Cell.

Limited Corpus: The 2% fund gets exhausted quickly. Priority is given to emergency, cancer, cardiac and kidney patients.

Lack of Compliance: CAG audits have found that many hospitals do not properly reserve beds or maintain IPF accounts. Patients can complain to the Charity Commissioner if denied benefits.

HOW TO APPLY IN MAHARASHTRA:

 Visit the Medical Social Worker / IPF Department of the charitable hospital

 Submit application with income proof + treatment estimate 

Case is placed before the IPF Committee for approval of concession percentage
