Iran’s Parliament Speaker Ghalibaf: Progress With US Only After 7 Conditions Met ‘Carrot-And-Stick Approach Has No Effect’
TEHRAN:Iranian Parliament Speaker and top negotiator *Mohammad Bagher Ghalibaf said Thursday that progress in negotiations with the United States would depend on Washington agreeing to Tehran's seven conditions, rejecting what he described as a "carrot-and-stick" approach.
Ghalibaf wrote on X: “Iran's conditions have been repeatedly and clearly stated to the mediators. The carrot-and-stick approach has no effect on Iran. Progress can only be achieved once Iran's seven conditions have been agreed upon.”
Background:
Conditions based on lslamabad Memorandum of Understanding* (MoU) 14-point interim framework reached June 2026 with Pakistan’s mediation.
Iran conveyed conditions to US via Qatari mediators last month for ending war that began Feb 28, 2026.
US conveyed new proposals via mediators, even as it says differently in media, per Ghalibaf Oct 4 Parliament speech. Iran: “The period of dragging out process and dictating one-sided demands is over.”
*The 7 Conditions (as listed by Tehran Times, ICANA, Tasnim, dpa/IRNA):
End military ops on all fronts* — permanent halt to attacks against Iran and allied groups in Lebanon (Hezbollah), Yemen, Iraq, Palestinian territories; stop air/naval attacks during implementation.
Release frozen assets* — unfreeze at least $12 billion overseas (including $6bn in Qatari banks).
Lift US naval blockade* — end restrictions on Iranian ports, tankers, commercial shipping.
Lift economic sanctions* — sanctions imposed after June 2025 on maritime, petrochemical, airline, railway, banking sectors; allow oil sales and financial transactions.
Withdraw / stop US forces* — end US naval and air deployments threatening Iran; accept Iran-Oman designated safe passage route instead of US-led escort.
Pay war reparations* — compensate for damage in 2025 and 2026 conflicts.
End threats and hostile interference* — stop military threats, hostile rhetoric, interference in internal affairs, cooperation with Iran’s adversaries.
Mediation:
- Pakistan Army Chief Field Marshal Asim Munir conveyed compromise Oct 20-21: Iran gets interest on $6bn frozen funds for confidential IAEA access to nuclear sites. Reported US approved, Iran positive per Al-Araby Al-Jadeed but Ghalibaf told Munir: nothing new to offer, US violated Islamabad memo.
Foreign Ministry spokesman Esmaeil Baghaei: Americans’ propositions “more or less in line with previous positions, specifically on nuclear issue. We told them our focus in this stage is Strait of Hormuz.”
US demands nuclear file included alongside Hormuz. Iran: focus first on Hormuz security.
Ghalibaf Doctrine: “We are present on battlefield with all our forces and will confront them with new surprises, whilst also using tools of diplomacy to assert military superiority and uphold rights of Iranian people.”
