Dehradun, June 20, 2026: Inflammatory remarks by Hindu Raksha Dal president Lalit Sharma in Dehradun’s Bairagiwala area have triggered widespread outrage after he allegedly called for the killing of four Muslims for every Hindu killed* and made threats against Muslim women and “unborn children”.
The speech surfaced days after Bhupesh Joshi, Uttarakhand state president of Kali Sena, made similar remarks. Both came in the aftermath of the June 13 killing of Vinod Kumar Kashyap, a BJP OBC Morcha leader, who died during a violent clash reportedly linked to a dispute over irrigation water from a government tube well.
What Was Said.
Call for Retaliation: Speaking to media after Kashyap’s death, Sharma said: “Kill four Muslims for every Hindu killed.”
Targeting Women & Unborn: He allegedly stated that they would “try to pull out and kill even the child in the womb,” referring to Muslim women.
‘Blood for Blood’: At the same gathering, VHP-Bajrang Dal leader Aman Swedia* called for “blood for blood” and accused the entire Muslim community. Sharma was also heard using abusive language against Muslims.

June 13 Clash: Kashyap died during violence in Bairagiwala reportedly over irrigation water. The incident triggered tensions in the area.
Protests & Arson: Following his death, several Hindu organisations held protests. Reports of arson and stone-pelting were recorded in a Muslim-majority locality.
House Demolished: After a Hindu mob allegedly set fire to the house of the accused, authorities later demolished the property, citing illegal encroachment.

Mehbooba Mufti: PDP chief Mehbooba Mufti retweeted activist Shabnam Hashmi’s post about the speech, saying: “This is what the BJP’s so-called Viksit Bharat looks likevhate speech normalized to the extent that even unborn Muslim children are threatened. Homes and mosques are demolished with impunity, while Muslims, Christians, Dalits, and Adivasis are increasingly pushed to the margins. Ongoing silence in the face of such rhetoric only emboldens those who seek to divide our society.”
Shabnam Hashmi’s Post: Hashmi, posting via The Observer Post, first flagged Sharma’s remarks and Swedia’s “blood for blood”call.
Pattern of Hate Speech.
The Dehradun incident comes as a new Center for the Study of Organized Hate (CSoH) report found that *one in every two of 523 “Hindutva-pop” songs identified across YouTube, Spotify, Apple Music, and Meta “explicitly call for violence,”including killing or harming Muslims.
Police Action.
As of Friday, June 20, no FIR had been registered against Sharma or Swedia for the remarks, according to local reports. Activists have demanded immediate action under IPC sections for hate speech and incitement to violence.
Communal Tensions.
Tensions have remained high in Bairagiwala since Kashyap’s death. A video circulating online purportedly shows a man identified as a Bajrang Dal activist issuing threats against a Muslim individual.
