A new report by the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel* says Israeli authorities and security forces have deliberately targeted Palestinian children in Gaza.
The Commission concludes that these actions amount to genocide, crimes against humanity, and war crimes under international law.
How Children Were Targeted, According to the Report
The report documents that:
Children have been shot in vital organs using precision weapons, including quadcopter drones and sniper fire.
High-impact strikes have hit homes, schools, and displacement camps where large numbers of children were sheltering.
The systematic killing and traumatisation of children is cited as key evidence of genocidal intent.
Scale of Impact on Gaza’s Youngest.
The Commission states that Gaza’s youngest continue to bear the heaviest toll of the conflict. The pattern of attacks on locations known to be densely populated with children including UN-run schools and tent camps forms a central part of the evidence.
The report says the cumulative impact of killings, maiming, forced displacement, and destruction of healthcare and education infrastructure has left children with long-term physical and psychological trauma.
Legal Classification Cited.
Under the 1948 Genocide Convention, acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group include “killing members of the group” and “causing serious bodily or mental harm.” The Commission says the documented targeting of children meets these criteria.
The findings also reference crimes against humanity widespread or systematic attacks on civilians and war crimes related to directing attacks against civilians and civilian objects.
Context and Next Steps.
The Commission of Inquiry was established by the UN Human Rights Council in 2021. Its mandate is to investigate alleged violations of international humanitarian and human rights law. The report will be presented to the Human Rights Council and forwarded to the UN General Assembly and International Criminal Court for potential action.
Israel has previously rejected similar UN findings, stating its military acts in accordance with international law and targets Hamas operatives, not civilians. The Israeli government had not issued an official response to this specific report at the time of publication.
