"Contract Hiring Will Ruin Chhatrapati Water Supply Project" - Water Expert Dr. Rajendra Datey Patil.

Demands cancellation of advertisement for retired officers on contract, calls PMC and contractor "clueless"

THE ALLEGATION:

Senior water expert Dr. Rajendra Datey Patil has alleged that the Chhatrapati Sambhajinagar Municipal Cooperation new water supply scheme is being pushed towards failure due to administrative decisions and contractor negligence.

Speaking to the media, he said the administration is going against its own orders and that JVPR JV, the contractor, is repeatedly ignoring instructions. 

CONTRACT HIRING UNDER FIRE:

Dr. Patil strongly opposed the municipal corporation’s advertisement to hire retired officers on contract basis for specific posts. He said: "Taking retired officers with tainted records back into service through contract appointments means we are deliberately pushing this project into the ground."

His key points:

1Who is behind it? Many of these officers were earlier found guilty in departmental inquiries related to the water supply department. He asked who is pressurizing the administration to bring them back.Cancel the advertisement immediately in public interest. Otherwise, he will seek redressal from the state government.These specific appointees will draw *₹80,000 to ₹90,000 per month from the municipal corporation without giving any financial benefit to the civic body. Ultimately citizens will bear the cost.

CONTRACTOR, PMC CALLED "INCOMPETENT":

Dr. Patil accused the contractor, PMC  Project Management Consultant, and Maharashtra Jeevan Pradhikaran (MJP) officials of misleading everyone including citizens.

He raised several technical concerns:

Coffer dam issue, pipeline laying, site selection, surge tanks, location of 52+ city water tanks all still pending proper review.Bills are being paid without hydraulic testing.PMC is collecting crores but doing "nothing except billing" and is effectively non-functional.

EXAMPLES OF HASTY DECISIONS:

Citing the Jalna Ambad water supply scheme, he said MJP did not do internal lining of pipelines in a hurry due to public pressure for "Pani dya, Pani dya". Within 3 years, the pipes became thin and developed holes.

For Sambhajinagar, he said:

MJP built an extra cement pile bundara instead of removing the temporary earthen bundara in front of Udod wells. This extra cost was dumped on the municipal corporation.

A channel was needed before that, but water was taken through siphon method in haste. That failed in 2 days and the money was wasted.

Now they are trying floating pumps. "The entire MJP is working like Sheikh Chilli  trial and error", he said.

WHAT HE WANTS:

Dr. Patil, who has filed a PIL in the High Court for citizens, demanded:Immediate cancellation of the contract hiring advertisement for retired officers.Stop payment of bills without technical checks.Review all technical aspects before the ₹3,000+ crore project becomes a "success that leads to failure".

He concluded that social responsibility is completely missing and the project is being used to hold citizens hostage for water.
