Delhi Slap Controversy: Police Register NCR Against Parvesh Verma Under BNS Section 115

Delhi Slap Row: Police File Non-Cognisable Report Against Minister Parvesh Verma

A political controversy has intensified in Delhi after a video purportedly showing PWD Minister Parvesh Verma slapping a man during a road inspection in west Delhi went viral.

On Monday, Delhi Police registered a non-cognisable report (NCR) against Verma under Section 115 of the Bharatiya Nyaya Sanhita (BNS), relating to voluntarily causing hurt. The action followed a complaint from Sahib Singh, the man who alleged that he was slapped during the inspection. 

The incident occurred during an inspection of road-repair work in the Tilak Nagar/Vikaspuri area. A video circulated on social media appears to show Verma pushing down the man's mobile phone before allegedly slapping him. 

The incident triggered a political confrontation between the ruling BJP and the opposition Aam Aadmi Party (AAP). AAP leaders and workers protested, demanding registration of an FIR against the minister. Verma, however, said that people accompanying AAP MLA Jarnail Singh had abused his family and that the circulated video did not show the complete context of the confrontation. 

Meanwhile, police have also registered an FIR against AAP MLA Jarnail Singh following complaints by PWD personnel alleging obstruction and interference with government work during the road inspection. 

A non-cognisable report is different from an FIR. In a non-cognisable case, police generally cannot investigate without an order from a Magistrate, depending on the offence and applicable legal provisions.

The development comes as both sides have levelled allegations over the road inspection and the events that preceded the alleged assault. Police are examining complaints from the different parties as the political dispute continues. 

The allegations against all individuals remain subject to investigation and legal proceedings.
