US Targets Chabahar Port Under 'Maximum Pressure' Policy - India's $500 Million Investment At Risk".
New Delhi :In a major setback to India, the Donald Trump administration has revoked the sanctions waiver for Iran’s Chabahar Port, putting India’s strategic trade and connectivity plans at risk.
WHAT HAS THE US DONE?
The US State Department announced that it is ending the sanctions exception granted in 2018 under the Iran Freedom and Counter-Proliferation Act (IFCA).
The revocation will take effect from September 29, 2025. After this, any person or company operating Chabahar Port or engaging in related activities may face US sanctions.
This move is part of President Trump’s "maximum pressure" policy to isolate Iran due to its alleged support to regional proxies.
WHY IS CHABAHAR IMPORTANT FOR INDIA?
Bypass Pakistan: India has been operating the Shahid Beheshti terminal at Chabahar since 2018. It provides India a direct trade route to Afghanistan and Central Asia without going through Pakistan.
Strategic Investment: India has committed approximately $500 million to Chabahar port development and rail connectivity. Other reports put the total investment at $1.6 billion and $120 million + $250 million credit line.
INSTC Corridor: Chabahar is the hub for the International North-South Transport Corridor (INSTC) a 7,200-km route connecting India, Iran, Russia, and Central Asia. It cuts Mumbai-to-Moscow transit time by ∼40%, from ∼40 days via Suez to ∼25 days.
10-Year Deal: In May 2024, India signed a 10-year agreement to operate the port. This was the first time India took over management of an overseas port.
IMPACT ON INDIA:
Trade Hit: The move directly impacts India Ports Global Limited (IPGL), the state-run company managing the terminal. Indian companies involved could face financial losses or legal challenges.
Energy & Diaspora Risk: Roughly 60% of India's crude oil imports transit the Strait of Hormuz near Chabahar. Around 9 million Indians work in Gulf countries and $30 billion+ in annual remittances are also exposed to escalation.
Geopolitical Setback: Chabahar was also a counterweight to China's Gwadar Port in Pakistan, just 170 km away. A de-fanged Iran could become more dependent on Chinese capital, threatening India's access.
INDIA'S RESPONSE:
India had received a six-month exemption in October 2025 and is reportedly in talks with the Trump administration to secure an extension. New Delhi is also negotiating with Tehran for a local entity to operate the port, with control shifting to India once sanctions are lifted.
The MEA has called Chabahar part of "rational statecraft" for India's infrastructure and energy security.
RECENT ESCALATION:
In June 2026, US strikes reportedly hit Bandar Abbas and Bushehr in Iran. Chabahar is only 120 km from Bandar Abbas. While Chabahar itself was not directly targeted, shipping restrictions and conflict-zone risks could functionally disable operations.
